PSF Twinning Programme: Climate Adaptation Exchange

The EU Covenant of Mayors’ Policy Support Facility (PSF) paired eight municipalities to exchange best practices on climate change adaptation and resilience.

Pairing	Focus Areas
Catarroja & Tripolis	Disaster risk reduction, flooding, and water management. Highlighted lagoon "rafts" for flood protection and pollution control.
Penne & Tavernes de la Valldigna	Fire management and hydrogeological instability. Featured forest protection against wildfires and citizen cooperative services.
Bra & Rethymno	Early warning systems, bioclimatic design, green infrastructure for heat/floods, and waste sorting. Emphasized local-level implementation for rapid response.
Essen & Aix Marseille	Public space reallocation, citizen participation, brownfield restoration, and rainwater management. Showcased nature-based blue/green infrastructure and urban greenways.

Expert Missions

• Valongo & Derry City: Water management, reforestation, and urban agriculture (Acorn Farm project).
• Pau Béarn Pyrénées & Braga: Water issues, green areas, biodiversity restoration, and sustainable forest management.

Peer exchanges lay the groundwork for international collaboration, helping municipalities address climate challenges through applied solutions and capacity building.
